China Issues Paper to Enhance Green Electricity Certificate (GEC)

On 18th March 2025, the Chinese government issued the “Opinions on Promoting the High-quality Development of the Renewable Energy Green Electricity Certificate Market”. The document put forward the goals for the establishment of the Green Electricity Certificate market, and steps to accelerate the establishment of a green energy consumption promotion mechanism.

The document also provided a clear timetable for the establishment of the GEC trading system. It posits that by 2027, the GEC trading system will be developed, with a sound green power consumption mechanism that combines compulsory consumption and voluntary consumption. Green power consumption accounting, certification, labeling and other systems will also have been established, with seamless linkage between GECs and other mechanisms. By 2030, the demand for green electricity will have significantly increased, with the GEC market will operating efficiently and orderly. GECs will also be internationally recognized.

The document also outlined a number of guidelines to stimulate the consumer demand GECs and green electricity, including mandatory and voluntary consumption. For instance, under mandatory consumption, certain types of newly constructed facilities will have to use renewable energy. It mainly adopts the methods of “mandatory leadership” and “expansion of voluntary” to increase the consumption of green certificates and green electricity. Meanwhile, government departments, public institutions and state-owned and private enterprises are encouraged to use green electricity.

The document also emphasised the need to promote the international application of GECs, including promoting the internationalisation of GEC standards, deepening international cooperation and exchanges, and strengthening policy promotion services.
