As a way to liberalise its renewable energy market and allow businesses and individuals to buy renewable electricity voluntarily, China launched the Green Electricity Certificate (GEC) scheme in July 2017.
GECs are a type of Energy Attribute Certificates (EACs), which allows entities to claim the environmental attributes of the associated renewable energy production. One GEC is equivalent to 1 MWh of green electricity.
China’s National Energy Administration is the sole body responsible for the issuance and administration of GECs.
GECs are the sole recognised instrument to track renewable energy production and consumption in China. They provide verifiable claims and traceability of renewable energy use, ensuring transaction and market integrity. RE100 has recognised GECs to provide credible claims to use of renewable electricity.
Businesses with operations in China may buy GECs and retire them to claim use of clean electricity and reduce their Scope 2 emissions. In addition, procurement of GECs signal support for renewable electricity, potentially spurring development of new projects in renewables.
GECs may be traded only once before retirement.
