What is the validity period of the Green Electricity Certificate (GEC) and how is it calculated?

The GEC is valid for 2 years, and this includes the month of generation.

For less than 1,000 kWh of generated electricity, how is a GEC issued?

One GEC corresponds to 1,000 kWh of renewable energy. For any month where a device’s generated electricity is less than 1,000 kWh, this amount of electricity will be carried forward to the following month. If the combined amount of electricity of the two months is still less than 1,000 kWh, the electricity will be carried forward; if the combined electricity is more than 1,000 kWh, one GEC will be issued and the surplus will be carried forward to the next month. The production date of the electricity will be dated to the latest month on the GEC. The error between the number of GECs issued and the amount of electricity settled may be related to the amount of surplus electricity.

How to issue GECs for self-generated and self-consumed electricity?

After the self-generated and self-consumed electricity information is transmitted to the national Green Electricity Certificate issuance and trading system by the power grid enterprises and power trading institutions, the non-tradable GEC will be issued after verification. The implementation rules for power generation enterprises and project owners to fill in the electricity information by themselves or entrust an agency to provide electricity information are currently being formulated. The website of the national GEC issuance and trading system will be updated with the rules when ready.

What can be done to GECs already issued after a project changes ownership?

The owner of the new project first needs to complete the change of the project owner’s information and unified social credit code in the filing and card system. After the update, the two companies should jointly issue an explanation of the ownership of the GECs already issued with the official seal, submit the relevant documents through creeigreenenergy@163.com customer service mailbox, and migrate the data of the untraded issued GECs according to SOPs.

Do CCER projects issue GECs?

For deep-sea offshore wind power and solar thermal power generation projects, GECs can be issued by power grid enterprises and power trading institutions. For these projects which were chosen to participate in GEC trading, the corresponding amount of electricity shall not apply for CCER.

What should I do if there is an issue with the number of GECs issued in GEC trading?

If power generation enterprises and project owners find inconsistencies between the amount of traded GECs and the amount of green electricity traded, they can submit an objection application in the national GEC issuance and trading system, or contact the Beijing, Guangzhou and Inner Mongolia Electricity Power Trading Centers to make an objection application for processing. If it is confirmed that the amount of electricity in the green electricity transaction is incorrect, the corresponding GEC will be frozen and the quantity will be adjusted. Power generation enterprises and project owners shall not be allowed to list the GECs corresponding to the green electricity transactions, and if the corresponding GECs cannot be transferred due to the listing transactions, the power generation enterprises and project owners shall bear the consequences.

Is the issuance of GECs based on the data provided by power grid enterprises and power trading institutions?

In principle, GEC issuance shall be based on the data provided by power grid enterprises and power trading institutions, and shall be verified with the data provided by power generation enterprises and project owners. If a power generation enterprise applies and the power grid enterprise or power trading institution pushes the electricity data, the system will compare the data of both parties and issue a GEC. If the power generation enterprise does not apply, and the power grid enterprise or power trading institution pushes the electricity data, the GEC will be issued based on the data pushed by the power grid enterprise and the power trading institution. If the power generation enterprise applies and the power grid enterprise and the power trading institution do not push the data, the power grid enterprise and the power trading institution will be directed to issue a green certificate after the verification is passed.

How can I check the progress of the GEC issuance application?

After logging in to the national GEC issuance and trading system, power generation enterprises and project owners can enter the project history declaration page on the power generation declaration page. You can view the issuance status of an item in the list on the history declaration page. The status of issuance includes: to be compared to the grid review; awaiting comparison and grid review; awaiting owner confirmation; under dispute resolution; awaiting issuance; returned; project suspended; and issued.

What are the avenues to provide feedback if I have any questions about the number of GECs issued?

Power generation enterprises and project owners can initiate an application for post-event objection through the national GEC issuance and trading system, or through the consultation telephone 010-51973333, or the consultation mailbox creeigreenenergy@163.com. If the issue(s) cannot be effectively solved, feedback can be provided to the National Energy Administration email gects@nea.gov.cn.
